Report a department

This goes to whoever runs OpenDepartment, not to the department's own administrator – use it when the administrator is the problem. Suspending a department stops its address working; its data stays in its owner's own Supabase project and is not touched. To report a single document to the people who run that archive, use the report button on the document itself.
